Radiowell researchers spent six months auditing 300 two-way radios sourced from government surplus sites and commercial marketplaces. The findings reveal a recurring security blind spot: devices intended for retirement often hit the secondary market without undergoing proper data destruction. This oversight allows unauthorized users to access talkgroup assignments and sensitive operational details, turning retired equipment into a liability for its previous owners.

The real-world consequences are already manifesting in high-stakes environments. In Southern California, a discarded radio was used to transmit a fraudulent "officer down" alert, triggering an unnecessary police helicopter deployment. A similar incident in rural Texas led to a federal investigation after legacy programming caused disruptions to active emergency communications. Even when organizations attempt to wipe devices, the process frequently falters. Andrew Park, Radiowell’s Director of Research, noted that 3% of equipment documented as sanitized still contained recoverable data due to faulty software wipes or a complete lack of verification audits.

Most organizations struggle with fragmented life-cycle management, allowing sub-agencies to offload hardware without centralized oversight. Beyond the security threat, this negligence creates significant financial and legal exposure. Agencies can be held liable for criminal misuse or the depletion of public resources traced back to their equipment. To mitigate these risks, Radiowell advocates for a standardized, auditable disposal process that tracks equipment at the serial level, effectively shifting the burden of data security from the end-user to a verified disposal partner.
