He contends that when a criminal statute faces unsettled enforcement, the board has a fiduciary duty to demonstrate how it navigates that uncertainty. By forcing a formal report, the firm aims to compel FedEx to document its governance strategy while balancing the competing pressures from both pro-access advocacy groups and faith-based coalitions. Shareholders are set to cast their votes on the measure during the annual meeting scheduled for September 28, 2026.
