US District Judge Ana Reyes issued an 83-page order declaring the administration’s termination notice for Haitian TPS holders null and void. In her decision, Reyes noted that the policy change, initiated by Secretary of Homeland Security Kristi Noem in November, appeared to be a preordained outcome rather than the result of reasoned decision-making. The court found that the evidence suggested the decision was driven by pretextual reasons, giving the pending lawsuit a strong chance of success on its merits.
For the hundreds of thousands of people affected, the ruling provides immediate stability. Many had feared that the loss of status would lead to sudden job loss, family separation, or forced return to a country currently gripped by gang violence and humanitarian collapse. Judge Reyes highlighted that these individuals contribute $5.2 billion in annual tax revenue, underscoring their integration into the American workforce. While the administration is expected to appeal, advocates like Aaron Reichlin-Melnick of the American Immigration Council described the injunction as a significant victory that prevents mass legal precarity for a vulnerable population.
