California Billionaire Tax Faces Defeat After Record Spending Blitz

A massive $316.7 million advertising campaign fueled by the state’s wealthiest residents appears to have successfully derailed Proposition 40. With 60% of ballots counted, the measure—a proposed 5% tax on fortunes exceeding $1 billion—trailed by a 56% to 44% margin, marking a decisive shift from earlier public support.

The campaign against the initiative, managed by the political action committee Building a Better California, outspent supporters by a staggering 250-to-1 margin. Backed by tech executives and venture capitalists, including Google co-founder Sergey Brin, the opposition focused on stoking economic anxiety. Opponents effectively weaponized a provision in the bill that would have allowed the state legislature to retool the tax, running advertisements claiming the clause would eventually target ordinary retirement accounts.

This strategy neutralized the measure’s initial popularity, which had enjoyed support from figures like Senator Bernie Sanders and former Labor Secretary Robert Reich. The defeat was compounded by opposition from Governor Gavin Newsom, who pushed alternative tax plans. As the vote count continues, the passage of the industry-backed Proposition 42—designed to bar future taxes on personal property—appears likely, potentially creating a permanent legislative barrier against similar wealth-based levies in California.
