House Passes Bill Threatening Federal Funding for Israel Boycotts

With a 237-169 vote, the U.S. House of Representatives has approved legislation that could strip federal funding from universities that participate in boycotts of Israel. The measure, which bypassed constitutional concerns raised by civil liberties groups, now moves to the Senate, highlighting a deep divide among Democratic lawmakers.

The Protect Economic and Academic Freedom Act, or HR 4795, mandates that institutions receiving federal money must certify they are not engaging in "nonexpressive commercial boycotts" of Israel. Critics, including Lara Friedman of the Foundation for Middle East Peace, warn the bill creates an Orwellian standard where universities are effectively required to prioritize engagement with Israeli entities—including settlements in the West Bank—to avoid being labeled anti-Israel.

While the bill earned near-unanimous Republican support, 33 Democrats joined them in the affirmative, defying the increasingly negative stance toward Israeli policy among the party’s base. Rep. Jerry Nadler (D-NY) led opposition from within the party, arguing that the legislation imposes a dangerous chilling effect on speech. He contended that the First Amendment protects political expression, even when that expression takes the form of economic protest. The debate unfolds as pro-Israel lobbying groups like AIPAC have funneled over $104 million into the current election cycle, intensifying scrutiny over the influence of foreign policy interests on domestic higher education.
