ICF Maintains Revenue Stability as Commercial Demand Climbs

Consulting and technology firm ICF reported second-quarter 2026 revenues of $474 million, holding steady against prior-year levels as growth in commercial and international government sectors offset a slower federal contracting environment. The company reaffirmed its full-year guidance, bolstered by a $9.3 billion business development pipeline.

CEO John Wasson noted that business trends remain aligned with expectations, driven by a 5.9% year-over-year increase in commercial client revenues and a 35% surge in international government work. While federal revenue faced headwinds from procurement delays and past contract cancellations, the firm reported sequential improvement in the sector. Technology modernization remains a primary focus, accounting for roughly half of the $185 million in revenue generated from federal clients during the quarter.

Financial discipline helped the company maintain margins, with an adjusted EBITDA of $53.4 million, or 11.2% of total revenue. Despite a quarterly book-to-bill ratio of 0.85, the company’s trailing twelve-month ratio sits at a healthy 1.09. Management expressed confidence in the second half of the year, citing over $200 million in contract awards secured since the quarter closed and a robust backlog of $3.3 billion. To demonstrate ongoing commitment to shareholder value, ICF repurchased 435,055 shares during the first half of 2026.
