The North Shore Huakaʻi is a 90-day pilot program developed by the Hawaiian Council in partnership with the Hawaiʻi Visitors and Convention Bureau (HVCB), E Noa Tours, and the Hawaiʻi Tourism Authority. Beyond mere transportation, the six-hour excursion includes cultural narration from local practitioners who detail the history and significance of the communities along the route. Passengers receive a "North Shore Passport" and are encouraged to support local retailers, galleries, and restaurants during their stops at the Waialua Sugar Mill and Haleʻiwa.
Logistically, the service provides two daily routes. The Waikīkī shuttle accommodates 40 passengers, departing at 9:15 a.m., while the Ko Olina route carries up to 26, departing at 8:20 a.m. Both shuttles return by 3:15 p.m. To ensure the initiative directly aids local recovery, participants are asked to present proof of a local purchase before boarding the return trip. Kūhiō Lewis, president and CEO of the Hawaiian Council, noted that the project is designed to restore economic vitality by connecting visitors with the families and small businesses that serve as the region's backbone.
