Glazer joined the executive team during a period of intense growth for PJM, helping the organization double in size while navigating complex federal mandates. His work left a tangible mark on national energy law, including the Energy Policy Act of 2005, the 2007 Energy Independence and Security Act, and the 2021 Bipartisan Infrastructure Law. Beyond legislative drafting, he steered critical industry initiatives, from NERC winterization standards to EPA reliability safety valves.
Before his long stint at PJM, Glazer served as chairman of the Public Utilities Commission of Ohio, where he managed the deregulation of the state’s utility sectors. His career also included leadership roles with the National Association of Regulatory Utility Commissioners and the GridWise Alliance. PJM CEO David Mills credited Glazer with leaving the organization stronger than he found it, noting his influence on both colleagues and national energy policy. To fill the vacancy, PJM plans to distribute his responsibilities among a team of specialists as the grid operator continues to manage electricity for 67 million people across 13 states and the District of Columbia.
