Elementl has secured an Early Works Agreement with GE Vernova Hitachi Nuclear Energy to utilize its BWRX-300 small modular reactor technology. The developer is currently in the process of purchasing the property from American Municipal Power and has filed an interconnection request with PJM Interconnection to integrate an initial 600 megawatts into the regional grid. If approved, construction on the first unit is slated to begin in 2030, with commercial operation targeted for 2034.
Unlike many traditional utility projects, this development is structured as a private investment and will not rely on electric customer rates for funding. The project remains subject to rigorous oversight, requiring approvals from the U.S. Nuclear Regulatory Commission and the Ohio Power Siting Board. Should it proceed, the plant is expected to serve as a long-term economic catalyst for the region, creating thousands of construction and permanent jobs for the local workforce.
