NPA Campaigns to Block Parole for Officer Richard Miller’s Killer

Officer Miller was 59 years old and just months away from retirement when he encountered Brown while investigating a stolen vehicle. A World War II Navy veteran with 18 years of service, Miller was shot repeatedly in the chest after Brown drew a revolver during the stop. Evidence later revealed that Brown had previously stated his intent to resist arrest with lethal force and take officers down with him.

A jury convicted Brown of first-degree murder, sentencing him to life in prison. For the Miller family, the loss meant decades of missed milestones, from birthdays to the quiet life at a lake cabin the officer had planned for his retirement. Eddie Hutchison, president of the National Police Association, emphasized that Brown robbed the officer of his earned future. The organization is urging the public to submit statements to the Minnesota Supervised Release Board before the December hearing to ensure Brown remains incarcerated for his crimes.
