Former U.S. Ambassador to China Gary Locke and ex-House Financial Services Chairman Patrick McHenry have joined the American Biosecurity Initiative as senior advisors. Their appointment marks a bipartisan push to frame domestic pharmaceutical manufacturing and biotechnology as vital components of American national security and economic stability.

The American Biosecurity Initiative (ABI) is tasking both figures with guiding strategies to reduce reliance on overseas pharmaceutical supply chains. Executive Director Jennifer Crook emphasized that the organization views medicine as a critical national security asset, noting that the country must bolster its domestic capacity before the next public health crisis emerges. Locke, who also served as U.S. Secretary of Commerce, highlighted his experience with China’s aggressive biotechnology sector as a primary motivation for his involvement. He advocates for a shift that prioritizes domestic discovery and manufacturing to maintain a competitive edge. McHenry, who represented North Carolina’s 10th District until 2025, intends to leverage his background in financial policy to ensure that the U.S. remains a global leader in medical innovation. By bridging the gap between capital markets and scientific research, the ABI aims to move beyond short-term legislative cycles and establish a durable, long-term framework for national biosecurity.
