A new partnership between Virginia-based HawkEye 360 and Italy’s Leonardo aims to reshape European intelligence gathering by integrating specialized radio-frequency sensing into regional satellite architectures. The collaboration prioritizes data sovereignty, routing signals intelligence through Italian ground stations and EU-based cloud infrastructure to provide high-fidelity, low-latency insights for defense and security clients.

The memorandum of understanding formalizes a multi-sensor approach to Intelligence, Surveillance, and Reconnaissance (ISR) across Europe. Under the agreement, Leonardo will serve as the primary integrator, managing institutional engagement and geospatial service delivery. HawkEye 360 will contribute its proprietary radio-frequency (RF) data capacity, specifically tailored to meet the operational demands of European nations. The initial phase focuses on embedding a dedicated RF layer into Leonardo’s existing space service offerings, which include Telespazio and e-Geos solutions. By processing data locally, the companies intend to minimize reliance on non-European infrastructure, a critical requirement for maintaining strategic autonomy in the current intelligence environment.

Looking beyond immediate integration, the two companies have outlined a roadmap for deeper industrial cooperation. This future phase targets the evolution of shared payload technologies—encompassing RF localization, electro-optical, and hyperspectral imaging—alongside expanded manufacturing and hosting capabilities. Massimo Claudio Comparini, Managing Director of Leonardo’s Space Division, noted that the move cements the firm's role as a primary integrator of sovereign space-based intelligence. For HawkEye 360, the deal provides a significant foothold in the European market, allowing the firm to deploy its signal-characterization technology within established regional defense architectures.
