Retailers argue that the industry has reached a breaking point, having absorbed £6.5 billion in additional employment costs since 2024, alongside mounting packaging taxes and utility expenses. Helen Dickinson, chief executive of the BRC, stated that these cumulative financial burdens are directly impacting the workforce and stalling community-level investment. The proposed reforms aim to stabilize the sector by creating a government-retail taskforce, implementing zero-tolerance policies for retail crime, and streamlining overlapping regulations that currently inflate household costs.
The consortium’s strategy hinges on a closer partnership with the incoming administration to foster growth. By aligning government decisions to prevent sudden, synchronized cost spikes, the BRC believes the industry can better protect jobs and maintain affordability for families. The manifesto presents a specific challenge to Burnham, whose stated focus on high streets and living standards mirrors the retailers' own objectives for regional economic health.
