A report from Physicians for Human Rights and UC Berkeley researchers identifies 412 instances of force misuse that critics argue violate standard safety guidelines.

The study, which tracked incidents over a one-year period, records 203 distinct injuries among 119 individuals. Researchers noted that 97 of these cases involved projectiles fired directly at the heads of protesters, journalists, and bystanders. Among the most severe outcomes were 19 traumatic brain injuries and 10 eye injuries, alongside documented cases of amputation and permanent disability. Lead author Dr. Rohini Haar emphasized that these figures likely represent a conservative estimate, as chronic pain and hearing loss often go unreported.

The findings highlight a systemic reliance on crowd-control tactics that frequently ignore established safety protocols. This scrutiny of law enforcement conduct arrives as public concern intensifies following the recent fatal shootings of Lorenzo Salgado Araujo in Texas and Joan Sebastian Guerrero in Maine. These incidents, occurring within a single week, have reignited broader debates regarding the training and operational conduct of federal agents during demonstrations and enforcement actions.
