The resolution, spearheaded by Reps. Nydia Velázquez (D-NY) and Delia Ramirez (D-Ill.), directly challenges what critics have labeled the 'Donroe Doctrine.' This aggressive foreign policy, characterized by oil blockades and military interventions—including the recent boarding of the Aquila II—is viewed by progressive lawmakers as a destructive extension of historical interventionism. The act seeks to replace this posture with a framework based on sovereignty and mutual economic cooperation, echoing the Good Neighbor Policy established in the 1930s.

Legislative Priorities and Regional Impact

The proposed legislation demands a formal State Department renunciation of the Monroe Doctrine and calls for the declassification of archives related to past coups and human rights abuses. It further pushes for the termination of unilateral economic sanctions, including the Cuba embargo, and advocates for democratic reforms within international financial institutions like the IMF and the World Bank. While the measure faces steep odds in a Republican-controlled Congress, it serves as a rallying point for Democrats ahead of the midterms.

Legal scholars and human rights advocates have intensified their scrutiny of these military operations. Ben Saul, a UN special rapporteur, recently characterized the ongoing maritime strikes as 'murder on the high seas,' urging the U.S. Department of Justice to intervene. Despite the mounting death toll, US Southern Command continues to defend the actions, recently releasing footage of a 'lethal kinetic strike' that resulted in two deaths, further fueling the demand for a total shift in U.S.-Latin American relations.
