President Donald Trump signed an executive order Wednesday reclassifying roughly 8,000 federal employees as "at-will" workers, a move labor leaders warn will dismantle the nonpartisan civil service by replacing career professionals with political loyalists who can be fired at the administration's discretion.

The directive, which establishes a new Schedule Policy/Career (P/C) status, directly impacts senior-level officials with significant policy influence. While the White House maintains that these positions remain career-based and protected from political termination, the Office of Personnel Management suggests the scope could expand to include up to 50,000 federal employees. Critics view this as a direct implementation of the Heritage Foundation’s Project 2025 manifesto, aimed at rooting out what the administration terms a "deep state" of bureaucratic opposition.

AFL-CIO president Liz Shuler condemned the order as a calculated effort to replace government workers with individuals loyal only to the president. Everett Kelley, head of the American Federation of Government Employees, echoed these concerns, stating the policy eliminates essential due process rights that protect whistleblowers from retaliation. The legal watchdog Democracy Forward has already filed a lawsuit, arguing the rebranding of these positions effectively converts the nonpartisan civil service into a pool of political appointees. As the administration continues a broader strategy that has already seen the reduction of nearly 300,000 government roles, observers warn that the erosion of merit-based protections invites systemic corruption and threatens the consistent delivery of public services.
