The award, which recognizes companies with over 150 employees for their people-first culture, relies exclusively on anonymous feedback from the staff members themselves.
The evaluation process, managed by the HR technology firm Energage, measured critical benchmarks including leadership confidence, employee engagement, and overall alignment with organizational goals. General Manager Chris Berch credited the district's workforce for the accolade, noting that the agency’s ability to provide water, sewer, and parks services to 135,000 residents hinges on staff feeling supported and valued.This national recognition follows a streak of regional honors for the Jurupa Valley-based agency, which previously secured Inland Empire Top Workplace awards in both 2024 and 2025. Beyond internal culture, the district has garnered external praise for its operational standards, including the IPMA-HR Award for Excellence and Innovation and the CWEA Collection System of the Year Award. Founded in 1956, the district serves a 40-square-mile area, managing infrastructure ranging from streetlights to landscape maintenance under the guidance of a five-member elected Board of Directors.
