The Office of the United Nations High Commissioner for Human Rights (OHCHR) based its findings on interviews with released detainees, painting a grim picture of a system that appears to function as a punitive measure. Detainees reported being held in cage-like, overcrowded cells, often deprived of basic necessities including food, water, and sleep. The report notes that at least 53 Palestinians have died in custody since October, with survivors describing significant physical trauma, including extreme weight loss and injuries from prolonged handcuffing.
Patterns of Abuse and International Oversight
Beyond physical beatings and electrocutions, the report documents systemic sexual and gender-based violence, including forced nudity and the insertion of objects into detainees. These acts, according to U.N. Human Rights chief Volker Türk, constitute a flagrant violation of international humanitarian law. While the Israeli military is currently investigating allegations involving nine soldiers, critics argue that the institutional response remains insufficient. The report also addresses the parallel suffering of Israelis held by Hamas, noting reports of torture and lack of medical care for hostages in Gaza. Despite these findings, both Israel and Hamas have consistently blocked the International Committee of the Red Cross from accessing detention sites, leaving thousands in a legal and humanitarian vacuum.
