Clearinghouse CDFI Secures $100 Million Treasury Bond Allocation

The Lake Forest-based lender has secured a $100 million allocation from the U.S. Treasury’s Bond Guarantee Program to fuel economic revitalization in underserved regions. This capital infusion, structured as repayable debt rather than grants, targets low-income and rural areas to drive job creation and expand affordable housing stock nationwide.

Since its inception in 1996, Clearinghouse CDFI has funneled $2.8 billion into more than 2,770 projects, impacting over 5.2 million people. The new funding arrives shortly after the firm successfully repaid its inaugural $100 million bond issued in 2014, marking the first time a participant had fully cleared such an obligation under the program. That initial capital facilitated 81 loans across states including Arizona, Nevada, and Pennsylvania, supporting the creation of nearly 3,000 jobs.

Douglas Bystry, the organization’s founder and CEO, noted that the capital is intended for high-impact initiatives, such as developing housing for steel workers in Mississippi County, Arkansas. The Bond Guarantee Program, established by the 2010 Small Business Jobs Act, operates as a credit mechanism at no cost to taxpayers. By leveraging these instruments, Clearinghouse CDFI intends to bridge the capital gap in distressed markets, focusing on healthcare facilities, education centers, and small business support. With 26 consecutive years of profitability, the institution aims to maintain its model of balancing community outcomes with long-term fiscal discipline.
