Millionaires Stop Paying Into Social Security by Early March

While most Americans contribute to Social Security throughout the year, the wealthiest earners will stop paying into the program by March 2, 2024. Because payroll taxes are capped at $168,600 in annual earnings, high-income individuals effectively pay less than 1% of their total income toward the system.

The Center for Economic and Policy Research (CEPR) highlighted this disparity with a new digital calculator, demonstrating how the current tax structure shifts the financial burden onto the working class. Under current law, capital gains and investment income remain exempt from payroll levies, allowing individuals like Elon Musk to avoid contributing entirely if they do not draw a traditional salary. A CEO earning $20 million annually reaches their maximum contribution limit just three days into the calendar year.

Public sentiment appears to diverge from existing policy, as a Data for Progress survey indicates that 71% of likely voters prefer strengthening Social Security through increased taxes on the wealthy rather than benefit reductions. Representative John Larson (D-Conn.) has proposed the Social Security 2100 Act to address these funding gaps by extending payroll taxes to earnings above $400,000. Larson and Social Security Works president Nancy Altman argue that the current system fails to capture contributions from the nation’s highest earners, placing the program's long-term solvency at risk.
