The city’s 15th Five-Year Plan prioritizes the modernization of iconic commercial corridors, specifically East Nanjing Road and Middle Huaihai Road. Beyond physical infrastructure, the government aims to lower barriers for international visitors while incentivizing the "Shanghai Style" brand through customized service offerings. These initiatives look to shift the local market from traditional product purchasing toward a comprehensive experience economy, incorporating health management and nighttime leisure sectors.
Rob Speyer, chair of the 2026 International Business Leaders' Advisory Council, noted that Shanghai’s historical assets provide a distinct advantage in this transition. These discussions have solidified commitments from multinational firms to increase their investment footprint, signaling a long-term alignment between the city’s regulatory incentives and global corporate strategies.
