More than 100 delegates, including mayors and international envoys, participated in high-level discussions aimed at creating sustainable governance models. Zhang Yujie, the Mayor of Luoyang, led exchanges with counterparts from Algeria, Belarus, Italy, the United Kingdom, and Greece. The summit culminated in the release of the Luoyang Consensus on Urban Civilization, a framework intended to guide collaborative urban planning and cultural heritage management.
Beyond formal sessions, the event prioritized practical cooperation through industrial partnerships and cultural exchange programs. Before the opening ceremony, participants visited local archaeological sites and manufacturing workshops to observe how Luoyang integrates its millennia-old history with contemporary industrial growth. These site visits provided a blueprint for how other global cities might revitalize their own urban fabrics while maintaining historical integrity.
