San Francisco-based Govra is launching an AI infrastructure platform designed to help public agencies process complex legal and administrative workflows at machine speed. By automating record reconciliation and case preparation, the system aims to close the gap between human-scale government operations and the realities of an AI-native society.

The platform transforms rigid government regulations into executable workflows, allowing agencies to research laws and identify discrepancies across fragmented datasets. While the software handles the heavy lifting of data synthesis, it keeps public servants in the loop, requiring human oversight for all consequential decisions. This approach addresses a critical friction point: government bodies often struggle with legacy technology and limited resources while facing increasingly sophisticated digital interactions from businesses and bad actors.

Govra initially focused on tax administration, a sector where the gap between taxes owed and those collected exceeds $1 trillion. By replacing manual, labor-intensive processes with automated evidence gathering, the company claims it can help agencies boost efficiency without sacrificing accountability. Former IRS Commissioner Danny Werfel noted that the startup’s emphasis on transparency and human oversight sets a necessary standard for high-stakes AI adoption.

Expansion is moving quickly, with active deployments already underway in Colorado, Indiana, California, and Tennessee. The company expects to reach jurisdictions covering one-quarter of the U.S. population by the end of the year. Recently named to the Forbes Agentic 20 list, Govra is positioning itself as essential infrastructure for public service, backed by investors like General Catalyst who view the technology as a bridge to more effective governance.
