Owners David A. De Lise and Anthony DeLucia spearheaded the transformation, gutting the long-unused office space to install modern mechanical systems, advanced soundproofing, and efficient climate controls. The project represents a significant shift for the Queen City’s core, moving beyond office utility to prioritize urban living. The new units, ranging from studios to two-bedroom layouts, feature walk-in showers and fiber internet, with rents starting at $2,000 per month.
Mayor Jay Ruais and the Greater Manchester Chamber are scheduled to attend the ribbon-cutting ceremony at 967 Elm Street to mark the revival of the site. For local officials, the project serves as a strategic move to boost foot traffic and economic activity by ensuring residents remain in the downtown area after business hours. With six penthouse units and unique floor plans for every residence, the developers aim to blend the building’s 19th-century architecture with contemporary lifestyle demands.
