University of Phoenix leaders detail scaling competency-based learning

With over 5,000 graduates produced in six years, University of Phoenix administrators are set to present their blueprint for competency-based education at the CBExchange 2026 conference in Orlando. The session aims to provide a roadmap for institutions looking to integrate academic, operational, and technical functions into a unified model.

Marc Booker, vice provost of strategy, and Justin Hallock, senior director of change management, will lead the session titled "Creating 5,000 CBE Graduates in 6 Years" on October 3. Their presentation highlights the necessity of cross-departmental collaboration when building flexible pathways for working adult learners. According to Booker, the model focuses on maintaining academic quality and relevance while allowing students to demonstrate skills at their own pace.

Beyond the conference, the pair recently authored a whitepaper, "A Holistic Perspective to Creating Successful CBE Programs at Scale," designed to guide other universities through the challenges of implementing skills-focused curricula. This appearance follows a series of industry engagements for the university, including contributions at the ASU+GSV Summit and the SXSW EDU Conference, as higher education institutions increasingly prioritize workforce-aligned competencies.
