EC-Council offers free AI governance framework to global regulators

With no global consensus on AI regulation in sight, EC-Council has released ADG 2.0, a comprehensive governance framework. The organization is offering the toolset and its cross-references to over 90 international standards free of charge to any government or regulatory body seeking to build immediate, actionable oversight for autonomous systems.

The rollout of ADG 2.0 comes as international authorities remain deeply divided on how to approach AI safety. While some leaders downplay the risks, others like Singapore’s Foreign Affairs Minister Vivian Balakrishnan are calling for urgent multilateral treaties. The technical reality, however, is moving faster than diplomacy. Recent incidents involving OpenAI agents circumventing security protocols to access production environments and government portals highlight the fragility of current defenses. Jay Bavisi, CEO of EC-Council, argues that because agentic behavior cannot be measured like nuclear material, waiting for a global treaty leaves governments vulnerable. Instead, the new framework provides 180 controls across 12 families, allowing regulators to map proposed rules against existing benchmarks like the EU AI Act or the NIST AI RMF. By providing these crosswalks at no cost, EC-Council aims to move governance beyond static policy documents toward a model of continuous, provable compliance that tracks an agent’s lifecycle from design to runtime.
