Experts argued that the market is moving from a 'flight to quality' to a 'flight to experience,' where real-time building data serves as the primary tool for mitigating operational risk. Panelists noted that while capital for the housing transition is available, it remains stalled by uncertainty. As Ambassador Antônio Francisco da Costa e Silva Neto of Brazil’s Ministry of Cities emphasized, private investment requires clear regulatory frameworks and credible data pipelines to transition from theory to large-scale delivery.
