Defense Minister Israel Katz indicated the Israel Defense Forces are drafting plans to facilitate the departure of any Gazan seeking to relocate, suggesting that nations like Spain, Ireland, and Norway hold a legal obligation to accept them. Spanish Foreign Minister José Manuel Albares dismissed the proposal, stating that the territory belongs to the Palestinians and should not be a subject of international debate.

Legal experts and human rights advocates have sharply criticized the rhetoric. Adam Coogle of Human Rights Watch warned that such systematic displacement, if implemented as state policy, qualifies as ethnic cleansing and a potential crime against humanity. Former HRW director Kenneth Roth added that the destruction of the enclave cannot be mitigated by further large-scale war crimes. While Trump claimed on Truth Social that no U.S. soldiers would be required to execute the transition, his remarks appear to collide with statements from administration officials who previously characterized such moves as temporary. Israeli Prime Minister Benjamin Netanyahu praised the proposal, echoing his own December 2023 comments regarding the pursuit of voluntary migration. Egyptian officials, including former assistant foreign minister Hussein Haridy, argue the true intent of the plan is to permanently dismantle the two-state solution, threatening long-term regional instability.
