Public sector organizations frequently identify critical digital sovereignty risks but fail to convert these assessments into actionable results. According to Info-Tech Research Group, a persistent gap between strategy and implementation allows cross-functional silos and vague ownership to derail necessary infrastructure control before a single fiscal quarter concludes.

The failure to move from priority setting to execution often stems from a lack of formal mechanisms to assign accountability or bound the scope of work. Without a structured approach, complex demands involving legal, procurement, and security departments expand beyond realistic timelines, causing initiatives to lose both momentum and funding. Andy Best, research director at Info-Tech, notes that progress stalls specifically because organizations lack a clear owner for the next decision, allowing projects to drift until they are no longer feasible.

To counter this, Info-Tech’s new blueprint introduces a 90-day sprint model designed to force decision-making through four distinct phases. By Day 30, leaders must commit to a specific scope, followed by accountability assignments by Day 60, and final executive authorization by Day 90. This framework requires the establishment of a shared operating model to break down existing departmental silos. The process culminates in a formal working group charter and a validated risk register, providing leaders with the concrete documentation required to move sovereignty priorities from theoretical assessments into active, authorized operational delivery.
