Former Army Cyber Command Chief of Staff Joins Qtonic Quantum

Harris brings 33 years of military experience to the Miami-based quantum intelligence company, having transitioned from an enlisted food service specialist in 1992 to a key architect of the Army’s cyber operations. During his final post at U.S. Army Cyber Command, which he held until September 2025, he managed the complex digital logistics required to protect national security networks. Now, he faces the challenge of helping federal agencies meet the strict cryptographic compliance standards outlined in the June 2026 Department of War Post-Quantum Cryptography Strategy and Executive Order 14412.

Lt. Gen. Roger L. Cloutier Jr., Founding Chair of the Qtonic Quantum Allied Defense Council, noted that Harris possesses the unique operational experience required to bridge the gap between policy mandates and technical reality. The firm’s tools, including the recently launched QHunt, are designed to create a cryptographic bill of materials—a critical requirement for agencies that currently struggle to inventory their own systems. Harris emphasized that the core obstacle in mission-scale security is not the technical fix itself, but the ability to accurately identify existing assets before the 2030 deadline.
