U.S. Delegation Reviews IICA Reforms to Bolster Hemispheric Agriculture

Ambassador Lynda C. Blanchard, U.S. Ambassador to Costa Rica Melinda Hildebrand, and Deputy Assistant Secretary Laken Rapier led the delegation, focusing on trade, food security, and emergency response. The talks emphasized the eradication of diseases like the New World Screwworm and African Swine Fever. Blanchard urged for a more unified approach, calling for the elimination of redundant bureaucratic efforts between IICA and UN agencies such as the FAO, IFAD, and WFP to better support farmers through science-based standards.

Ibrahim, who has spearheaded an institutional overhaul since taking office, framed the reforms as a move toward greater accountability and speed. For the United States, the largest contributor to the institute, the engagement serves as a strategic lever to promote American innovation and remove regulatory barriers. The partnership, which traces its roots to the agency's 1942 founding, is now pivoting toward a leaner model designed to deliver measurable economic security across the Western Hemisphere.
