New York University is facing sharp backlash after updating its student conduct policy to state that speech targeting Zionists can constitute discrimination. The change, which aligns with definitions often used by the Anti-Defamation League, has sparked fears that the administration is effectively criminalizing pro-Palestinian protest on campus.

The university’s revised Nondiscrimination and Anti-Harassment Policy clarifies that using terms like "Zionist" does not shield a speaker from disciplinary action. According to the guidance, speech that would violate university rules if directed at Jewish or Israeli individuals may also be considered a violation if directed toward Zionists. The policy explicitly lists behaviors such as enforcing a "no Zionist" litmus test for activities, invoking antisemitic tropes about media control, or demanding that individuals state their position on Israel as potential grounds for investigation.

Faculty and staff groups have condemned the move, arguing it sets a dangerous precedent by extending civil rights protections to a political ideology. The NYU chapter of Faculty and Staff for Justice in Palestine warned that this logic could eventually shield other nationalist movements, describing the shift as an intensification of efforts to suppress dissent regarding the war in Gaza. Student organizations, including the campus chapter of Students for Justice in Palestine, characterized the update as a strategic attempt to chill activism as the conflict approaches its one-year mark. Critics argue this weaponization of Title VI apparatus threatens core commitments to academic freedom, while organizers are already mobilizing for a September 2 march in New York City to signal their continued opposition.
