When a rescue operation ends, a different struggle often begins for animals trapped in the court system for months or years. On August 19, the American Bar Association will host a session to address how cost-of-care laws can better serve these victims while easing the burden on taxpayers and shelters.

Executive Director Tim Woodward of the Animal Rescue Corps and attorney Jessica Schultz will lead the discussion, titled "Animals in Legal Limbo: Reviewing Cost-of-Care Laws to Develop a Model Framework." The session aims to bridge the gap between emergency intervention and long-term legal resolution. Woodward emphasizes that the current state of legal proceedings forces many animals to remain in a state of uncertainty long after their initial rescue. By advocating for improved cost-of-care frameworks, the speakers hope to create processes that protect constitutional rights while ensuring animals are not left languishing in shelters.

The presentation will be moderated by Machelle Hall, a specialist in environmental and animal welfare law. The panel intends to provide a blueprint for legislation that is both effective and accessible for courts to implement. Attendees can join the virtual event at 2 p.m. EDT to participate in a live question-and-answer session regarding the future of animal welfare litigation.
