California Senate Leader Confronts Utility CEOs Over Bailout Tactics

Senate Energy Committee Chair Ben Allen has leveled sharp criticism at the heads of PG&E and Edison, accusing the utility giants of using blackmail to secure liability protections. The confrontation follows reports that executives threatened to prioritize shareholder stock buybacks over critical grid safety infrastructure if their legislative demands remain unmet.

Allen’s rebuke, directed at PG&E CEO Patti Poppe and Edison CEO Pedro Pizarro, highlights the growing tension between state officials and private power companies. The senator warned that such aggressive posturing undermines cooperative governance, particularly as the state grapples with the fallout from the Eaton Fire. That disaster, which claimed 19 lives in Altadena, was recently linked to an out-of-service Southern California Edison transmission line.

A broad coalition—including the League of California Cities, the American Property Casualty Insurance Association, and wildfire survivor groups—has joined the pushback. These stakeholders argue that shifting financial liability away from utility shareholders onto taxpayers and policyholders creates a dangerous precedent. By weakening accountability, they contend, the state risks disincentivizing the very safety measures—such as vegetation management and grid modernization—needed to prevent future catastrophes. Critics like Consumer Watchdog president Jamie Court have urged Governor Gavin Newsom to intervene, decrying the utilities' strategy of demanding an eleventh-hour bailout while simultaneously reporting significant corporate profits and executive bonuses.
