A $2 Billion Smart City Vision for Orlando’s Parramore Neighborhood

The development, led by founder Tim Green, focuses on integrating modern innovation into the community's established cultural fabric. Plans feature two primary smart hubs at 17 N. Westmoreland Drive and 320 W. Clear Lake Street, which will consolidate retail, multi-modal transit, and electric vehicle charging. A third facility is slated to provide health, wellness, and emergency response services while supporting Advanced Air Mobility operations in partnership with Eve Air Mobility.

Architectural firm Cooper Carry is overseeing the design, which emphasizes historical preservation alongside new construction. Future phases include a grocery store, four hotel concepts, and expanded housing options. Three of these hotels are specifically designed to honor Parramore’s history, paying tribute to the Green Book, The Wells Hotel, and The Sadler Hotel—establishments that once provided safe haven for Black travelers during the Jim Crow era.

Groundbreaking is scheduled for summer 2027, with funding sourced from a mix of local and national investors. For Green, who grew up in the neighborhood, the project represents a bridge between the area’s storied past and its economic future, aiming to secure long-term stability through a combination of tourism, education, and improved public safety.
