Beyond ecological concerns, the complaint highlights a conflict over public access. The Surfrider Foundation reports that SpaceX’s operational requirements now force the closure of local roadways and beaches for up to 800 hours annually, a practice critics argue violates the Texas Open Beaches Act. For tribal leaders, the site represents a deeper loss; Juan Mancias, tribal chair of the Carrizo/Comecrudo Nation, described the area as central to their creation story and criticized the project for turning ancestral lands into a testing zone for corporate interests.
