President Donald Trump has repeatedly ignored a June congressional resolution demanding troop withdrawals, arguing that his latest strikes represent a distinct, new conflict that effectively resets the 60-day window for legislative intervention. With Congress nearing a five-week summer recess, Representative Pramila Jayapal (D-Wash.) brought the new measure to the floor, backed by the entire Democratic caucus and a small group of Republican colleagues, including Representatives Tom Barrett, Brian Fitzpatrick, Warren Davidson, and Thomas Massie.

Representative Jason Crow, a co-sponsor of the bill, emphasized that the bipartisan effort aims to send an unequivocal message that the current military trajectory is unsustainable. Beyond the resolution, Representative John Larson is preparing a two-pronged challenge: legislation to choke off unauthorized federal funding for the campaign and a lawsuit targeting the executive branch’s authority to maintain hostilities without congressional approval. These maneuvers coincide with broader legislative friction, as Democrats recently stalled the National Defense Authorization Act in the Senate to protest the administration’s request for billions in additional war-related spending.
