The report, titled 'Cuba: The Capital of 21st Century Communism,' claims Havana has engaged in decades of intelligence penetration and recruitment of American activists. Secretary of State Marco Rubio, a long-time proponent of regime change, championed the findings on social media, asserting that the American public requires exposure to the history of Cuban espionage. Critics, however, argue the document serves as a foundational casus belli.

Foreign affairs columnist Daniel DePetris dismissed the report's premise as absurd, noting that its framing of Cuba as an existential threat to the U.S. mirrors past tactical justifications for military escalation. Congressman Carlos Gimenez added fuel to the fire by posting 'Cuba is next!' on social media, while Cuban Foreign Minister Bruno Rodríguez Parrilla labeled the document a fallacy intended to distract from the humanitarian consequences of Washington's economic blockade.

Beyond geopolitical posturing, the 100-page publication targets various progressive figures and organizations, including CodePink and former UK Labour leader Jeremy Corbyn, for their involvement in solidarity delegations. CodePink, currently under Treasury Department investigation for delivering medical supplies to Cuban hospitals, denounced the report as a 'conspiracy theory' reminiscent of the FBI’s COINTELPRO era. Chip Gibbons, policy director at Defending Rights & Dissent, warned that the administration is reviving long-discredited Cold War tropes to smear domestic activists and justify broader political repression. He urged Congress to hold hearings to investigate the report’s authorship and its potential role in facilitating state surveillance.
