Bill Pollock, Pioneer of the Modern Staffing Industry, Dies at 97

Bill Pollock, who transformed the global labor market from a small Winnipeg office into a sprawling enterprise, died July 7 in Monaco at 97. The son of immigrants, he spent seven decades building Drake International, a firm that redefined workforce management while championing early gender equality in corporate leadership.

Born in 1928 as the youngest of nine children, Pollock grew up in Winnipeg with a conviction that meaningful work served as a catalyst for individual success. After securing a scholarship to the University of Manitoba, he partnered with Jim Shore in 1951 to launch Office Overload. The venture addressed the then-uncommon challenge of fluctuating business workloads, effectively pioneering the modern staffing industry. The company eventually evolved into Drake International, which today maintains a presence in 14 countries with partner networks spanning 128 more.

Pollock was an early adopter of communication technology, investing in platforms like the pre-Zoom video system PictureTalk and an early global email network long before such tools became standard. His commitment to inclusion was equally ahead of its time; he actively recruited women for executive roles decades before corporate diversity became a standard industry metric. Currently, nearly 80 percent of Drake International’s global leadership team consists of women, a structure that reflects his long-standing belief in merit-based advancement.

Following a transition to Chairman Emeritus in 2024, Pollock handed the firm's leadership to Global CEO Karen Meredith, who credited him with the ability to identify potential in others before they recognized it themselves. While the enterprise operates under an independent Board of Trustees, the organization remains defined by the founder’s original philosophy: that work should be a tool for global progress. Pollock, who once addressed Pope Paul VI on the necessity of a unified global purpose, leaves behind a professional legacy that spans millions of careers across multiple generations.
