Jim Duguay Named National Aviation Planning Lead at Michael Baker

With three decades of industry experience and an active pilot’s perspective, Jim Duguay has been elevated to National Aviation Planning Lead at Michael Baker International. He will oversee airfield layouts and infrastructure assessments, bridging the gap between technical design requirements and the evolving needs of airport authorities nationwide.

Duguay steps into this national role after a 26-year tenure at the firm, part of a 33-year career dedicated to the aviation sector. His background includes managing noise and environmental programs at DeKalb Peachtree Airport and serving in airport management for Gwinnett County. This operational history informs his approach to directing complex master plans, where he must balance FAA regulatory compliance with the practical realities of airfield maintenance and growth.

In his new position, Duguay will coordinate technical teams, engineers, and designers to manage project lifecycles, from initial scope to final delivery. Beyond technical oversight, he is tasked with cultivating client relationships and mentoring the next generation of planners. Balram Bheodari, the firm’s National Practice Lead for Aviation Services, noted that Duguay’s combination of management experience and his Private and Part 107 sUAS pilot certifications provides a distinct advantage in navigating the future of airport infrastructure. Duguay holds a Bachelor of Science in Aviation Management from Auburn University.
