Trump Administration Moves to Repeal Meatpacker Protections

The proposed reversals target regulations established under the Packers and Stockyards Act of 1921. These rules were intended to prevent meatpackers and poultry companies from punishing producers who join associations or seek outside buyers, while also mandating greater transparency in grower contracts. A third regulation, aimed at restricting the controversial tournament payment system, was scheduled to take effect this month before the USDA signaled its intent to initiate a formal revocation process.

Emily Miller, a staff attorney at Food & Water Watch, characterized the administration's decision as a "slap in the face" to farmers who have struggled for years against monopolistic industry practices. Current market data underscores the disparity, with just four major meatpackers now controlling approximately 80% of the industry. While cattle producers captured 63 cents of every consumer dollar spent on beef in 1980, that share has plummeted to 37 cents in recent years.

This policy shift aligns with the administration's broader history of favoring industry consolidation. During his previous term, Trump invoked the Defense Production Act to keep plants operating during the pandemic despite worker safety concerns and shuttered a Department of Justice antitrust probe into industry collusion. Advocates warn that dismantling these safeguards will exacerbate rising consumer prices and deepen the financial precarity of independent ranchers across the country.
