Los Angeles Approves $14 Million Animal Shelter Overhaul

The three-year project provides $7 million from each nonprofit to fund over 20 essential staff positions, including specialized teams for adoption and community cat programs. Four embedded consultants will work directly within the shelters to standardize training in medicine, animal safety, and data management. By focusing on keeping pets with their owners and improving intake protocols, the program targets long-term sustainability for a system that manages roughly 50,000 animals annually.

Mayor Karen Bass characterized the funding as a pivotal moment for the city’s ability to protect both pets and their families. While the initial investment covers a three-year term, LA Animal Services has committed to maintaining these programmatic gains for an additional three years. This effort builds on existing progress within the department, which has maintained a placement rate for dogs above 90% since 2017 and a cat save rate of 85% in 2025.
