Aspiring homeowners in Pennsylvania now have access to a revamped, bilingual digital education program designed to replace legacy training modules. The Pennsylvania Housing Finance Agency partnered with the Framework platform to provide free, audio-enabled guidance tailored for diverse groups, ranging from first-time buyers to veterans and those requiring accessibility modifications.

The initiative integrates self-paced online learning with the option for one-on-one sessions through local housing counseling agencies. PHFA Executive Director Robin Wiessmann noted that the transition allows the agency to better measure program impact while addressing specific needs like home modifications and veteran-specific resources. By embedding the course within existing mortgage programs, the state aims to bolster long-term housing stability.

Framework’s data suggests that such educational interventions correlate with a 28% lower foreclosure rate compared to the national average. Beyond initial purchase preparation, the platform provides post-closing resources, including a newsletter and a marketplace for housing services. Omar Esposito, CEO of Framework, stated that the collaboration serves as a model for how state agencies can utilize technology to deliver localized, measurable support to families navigating the complexities of the current housing market.
